The 2017 access undertaking outlines a process for determining how Aurizon Network is to resolve capacity deficits identified across the central Queensland coal network. This involves an independent expert recommending, and the QCA determining, appropriate transitional arrangements for Aurizon Network to implement.
On 8 June 2022 Aurizon Network submitted a draft amending access undertaking (the Original Concept Study DAAU), which sought to expressly provide for a staged implementation of proposed initiatives to address capacity deficits.
We published a draft determination that we were minded to refuse to approve the Concept Study DAAU, and outlined amendments we consider are required in order for it to be approved.
On 23 January 2023 Aurizon Network withdrew it’s Original Concept Study DAAU and submitted a new draft amending access undertaking (the Resubmitted Concept Study DAAU) which Aurizon Network considered addresses the issues raised in our draft determination.
On 23 March 2023, we made a final decision to approve the Resubmitted Concept Study DAAU.
