The system rules provide details of the processes and systems used to plan and schedule train services within the Central Queensland coal network (CQCN). These rules are in addition to the principles described in Aurizon Network’s access undertaking (UT5). The access undertaking also allows Aurizon Network to review system rules at least once a year and, where required, to identify improvements and propose amendments.
Review of the system rules 2024
On 7 March 2024, Aurizon Network submitted amendments to the Central Queensland coal network system rules for our approval. Aurizon Network is proposing to trial a new planning and scheduling process.
On 19 April 2024, Aurizon Network submitted a revised proposal that includes new provisions in response to stakeholders’ comments and the QCA’s views.
We are inviting stakeholders to comment on Aurizon Network’s revised proposal. Comments are due by 1 May 2024.

Review of the system rules 2022
On 29 August 2022, Aurizon Network submitted its proposed amendments to the Central Queensland coal network system rules for our approval.
On 16 November 2022, we made a final decision to approve the proposed amendments. The amended system rules will come into effect on 5 December 2022.
