Under Queensland Rail’s undertaking, Queensland Rail could ask the QCA to approve a variety of revenue and tariff adjustments, including charges to recoup or refund tariffs if an undertaking is approved after the start of the relevant tariff period.

Final decision

On 25 November 2010, we released our final decision to approve QRail’s 2009–10 adjustment charge proposal.

Interim report and consultation

We published QRail’s proposal and sought submissions from stakeholders. None were received.

Project information

In June 2010, we approved an extension to the term of the 2008 access undertaking and to apply new reference tariffs to coal-carrying train services in the central Queensland coal region and the Western system.

As the new reference tariffs applied retrospectively from 1 July 2009, the 2008 undertaking provided for Queensland Rail to seek our approval to recover the difference between the access charges collected by Queensland Rail and those based on the new reference tariff over that time.

Queensland Rail submitted such an application on 24 September 2010. We did not receive any submissions on this application.
